摘要：湖北汽车产业正于快速发展时期，加强自主创新能力建设是湖北汽车产业持续健康快速发展的根本途径。本文通过对湖北汽车工业发展及自主创新现状的分析，阐述了湖北汽车工业自主创新的历史必然性和紧迫性。为此，要以增强自主创新能力为抓手，推动湖北汽车工业又好又快地发展。
Abstract: Automobile industry of Hubei Province is developing fast at present, and the construction of strengthening self-directed capability is an essential way for its continuous, healthy and quick development. This paper describes historical necessity and impendence of Automobile industry of Hubei Province through analyzing its development and status in quo of self-directed innovation. Therefore, we shall focus on strengthening self-directed innovation to improve Automobile industry of Hubei Province for perfect and fast development.

党的十六届五中全会提出，要把增强自主创新能力作为国家战略，《国家中长期科学和技术发展规划纲要(2006—2020年)》也明确提出，要把提高自主创新能力作为调整经济结构、转变增长方式、提高国家竞争力的中心环节，把建设创新型国家作为面向未来的重大战略选择。
The Fifth Plenary Conference of Sixteenth Central Committee of the CPC brought forward that, strengthening self-directed innovation should be considered as a national strategy, Development Plan Outline for Medium and Long Term Science and Technology Development (2006—2020) also pointed out that, improving self-directed innovation capability should be considered as essentiality for adjusting economic structure, transiting increase mode and improving competitiveness of the State, and constructing innovative country should be taken as the great strategic choice for the future.
发展湖北汽车工业，提高自主创新能力是根本途径。只有提高自主创新能力，才能保持全省汽车工业持续健康快速发展。
Developing Automobile industry of Hubei Province and improving self-directed innovation capability are fundamental. Only improving self-directed innovation capability can guarantee the Automobile industry of Hubei Province to develop continuously, healthily and quickly.
一、全省汽车工业正处于快速发展时期
I. Automobile industry of the whole province is developing in a fast speed
经过近半个世纪的发展，全省汽车工业已形成了以东风汽车公司为主体，军工企业、地方企业为依托，整车产品涵盖中、重、轻、轿、微、专及汽车零部件配套齐全的产业格局,形成了从十堰、襄樊、随州到武汉沿汉江沿线和从荆州到黄石沿长江沿线的两条汽车及零部件集聚带。
Through being developed for nearly half a century, Automobile industry of the whole province has formed a industrial pattern focusing on Dongfeng Automobile Company supported by defense industry enterprises and local enterprises, entire vehicle products covering complete supporting for medium vehicles, heavy duty vehicles, light duty vehicles, sedans, midget vehicles, special vehicles and auto parts, and automobile belt and components belt alongside Han River from Shiyan, Xiangfan, Suizhou to Wuhan and Changjiang River from Jingzhou to Huangshi have been formed.
2006年末，全省规模以上汽车工业企业512家，固定资产净值平均余额790亿元，从业人员20余万人。汽车年生产能力达到80万辆，主要汽车零部件生产配套能力超过50万辆份。
In the end of 2006, there have been 512 Automobile industry enterprises above provincial level with RMB 79 billion average balance of net value of fixed assets and more than 200000 employees, annual production of automobile has been up to 800000, production of main auto components exceeded 500000.
（一）全省汽车工业经济运行态势良好
(I) Economic operation of automobile industry in the whole province is in good situation
2006年，全省汽车工业保持了快速增长的势头，主要经济综合指标保持较快增长，率先实现了省委省政府制定的“千亿元工程”目标。全年共生产汽车54.17万辆（不含襄樊轿车，下同），同比增长36.33%，增速高于全国平均增长速度9.01个百分点，其中轿车24.05万辆，同比增长69.77%；公路客车10.91万辆，同比增长68.23%；载货车19.21万辆，与上年持平，略有增长。
In 2006, automobile industry of the whole province kept increasing quickly, main economic comprehensive index also kept growing faster, and “RMB 100 Billion Project” objective made by the Provincial Committee and the Provincial Government have been realized. In the whole year, 541700 vehicles have been produced (excluding Xiangfan sedans, same to the below) increased by 36.33% as compared, and the increase speed was 9.01 % higher than average increase speed of the whole China, in which there were 240500 sedans increased by 69.77% as compared, 109100 buses increased by 68.23% as compared and 192100 trucks increased slightly just closing to that of last year.
当前，全省汽车工业呈现如下特点：
At present, Automobile industry of the whole province presents characteristics as shown below:
一是东风汽车公司对湖北汽车工业的拉动作用明显。东风汽车公司现已进入快速发展的轨道，2007年计划产销100万辆，其主要增量在湖北。其中，神龙公司预计全年产销可达26万辆以上，同比增长30%左右；东风本田公司产销12.5万辆，同比增长89.4%。
Firstly, the function of Dongfeng Automobile Company towards Automobile industry of Hubei Province is obvious. Dongfeng Automobile Company has been under fast development, it plans to produce and sell one million vehicles focusing on Hubei. In which, Shenlong Company plans to produce and sell more than 260000 vehicles increased by about 30% as compared; Dongfeng Honda plans to produce and sell 125000 vehicles increased by 89.4% as compared.
二是全省载货车有望在2007年创出新高。2006年由于市场需求低迷，全省载货车产销一直在低位徘徊，随着载货车增长周期的到来，载货车的增长必将高于上年。
Secondly, trucks of the whole province are expected to increase greatly in 2007. Due to downturn market demands in 2006, production and sales of trucks of the whole province were developing slowly; it must increase as compared with that of last year with the coming increase period of trucks.
三是汽车零部件对汽车市场的销售贡献度将有所提高。目前，全省汽车零部件项目建设加快，神龙襄樊工厂富康发动机项目、车轿项目、东风本田武汉发动机厂项目等均在2006年底或2007年初投产。
Thirdly, sales contribution of auto components on automobile market will be improved. Currently, constructions of automobile component projects are quickening, Fukang Motor Project in Shenlong Xiangfan Plant, Sedan Project and Wuhan Motor Plant Project of Dongfeng Honda have been put into production in the end of 2006 or in the beginning of 2007.
预期2007年全省汽车工业将继续快速增长，汽车产销有望达到73万辆，同比增长34%，产品销售收入有望达到1340亿元，同比增长15%。
It is prospected that Automobile industry of the whole province in 2007 will develop quickly; production and sales of automobiles are expected to be 730000 increased by 34% as compared, sales income is expected to be RMB 134 billion increased by 15% as compared.
（二）全省汽车行业自主创新的条件逐步具备和成熟
(II) Conditions for self-directed innovation of automobile industry in the whole province have been available and mature gradually
近年来，全省汽车产品与技术开发能力增强。全省汽车行业已建立各类研发机构260多个，其中国家级技术中心1个（东风汽车公司技术中心），省级技术中心11个，拥有省级高新技术企业25家；全行业工程技术等各类专业人员占职工总数的比例达到10%，信息技术已进入生产管理环节。通过与国外企业合资合作，我们在家门口学习和掌握了不少与世界汽车制造业水平同步或接近的经验，培养和造就了一批汽车人才。
In the recent years, technological development capability of automobile products in the whole province has been strengthened. More than 260 research and development institutes have been established including one state-level technical center (Technical Center of Dongfeng Automobile Company), 11 provincial-level technical centers owning 25 provincial-level hi-tech technology enterprises; engineering and technical professionals in the whole industry take up 10% of the total employees, information technology has been introduced in production and management processes. Through joint investment and cooperation with foreign enterprises, we have learned and mastered a lot of experience from international automobile manufacturers as well as trained a lot of automobile talents.
汽车产品自主创新已有较大的突破。载货车重点生产企业东风商用车公司去年成功推出了具有自主知识产权的“东风天龙”系列重型车，经过前一段市场考验，市场评价很高，产销逐月增长。东风汽车公司自主品牌乘用车研发取得突破，即将推向市场。电动汽车自主研发抢占全球技术制高点有了良好开端，燃料电池技术、混合动力汽车及纯电动观光汽车已形成一定优势。
Self-directed innovation of automobile products has broken through a lot. The Key Truck Manufacturing Enterprise Dongfeng Commercial Vehicle Company successfully promoted “Dongfeng Tianlong” series heavy-duty trucks provided with independent intellectual property rights last year, which have been evaluated highly through market examination in the former period, and its production and sales are increasing month by month. Research and development of riding vehicles with independent brand of Dongfeng Automobile Company has been broken through and will be put onto the market soon. Independent research and development of electric automobiles develops well in the beginning which employed the leading technology of the whole world, fuel battery technology, hybrid electric vehicles and full-electric sight-seeing cars have been provided with certain advantages.
